Panama Canal Congestion Returns Along With Record Auction Fees

The Panama Canal is once again facing increasing pressure as falling water levels combine with stronger demand for transit capacity, raising concerns over delays, restrictions and higher shipping costs.

Water levels in Gatun Lake, which supplies the canal’s lock system, have been falling as a strengthening El Niño weather pattern develops. Meanwhile, changes to global trade flows linked to the ongoing Middle East conflict have increased demand for certain canal transits.

The impact is being reflected most dramatically in the cost of securing priority passage. Auctions for transit slots have reportedly averaged around $1.1 million during August, compared with less than $100,000 during the same period last year.

One liquefied petroleum gas tanker owner recently paid a record $4.6 million to move through the canal more quickly, while a container vessel owner is understood to have paid approximately $4 million to avoid delays.

The Panama Canal Authority has also announced further draft restrictions for Neopanamax vessels. Maximum permitted draft is due to reduce to 48 feet from 26 August, before falling again to 47.5 feet from 3 September. These restrictions reduce the amount of cargo vessels able to transit and therefore create additional cost and planning challenges for importers and exporters.

The situation has echoes of the severe drought experienced in 2023, when falling water levels forced the canal authority to significantly reduce daily crossings. Capacity eventually dropped to around 21 vessels per day, from a usual average of 38-39, leading to substantial queues at both entrances and significant disruption to shipping schedules.
