This Month’s Windsor Framework Changes Delayed
In line with the Windsor Framework, new measures are being introduced to the process of moving goods between the UK mainland (England, Scotland & Wales) and Northern Ireland which have now been delayed from this month until 1st May 2025.
The Windsor Framework replaced the original Northern Ireland Protocol when it was introduced in February 2023, and this was solidified for at least four more years after December’s Stormont Assembly vote.
From May 1st, shipments will be moved through green and red lanes in an attempt to simplify the process. Where goods are destined to stay in Northern Ireland, and not cross the border into the Republic of Ireland (EU), they will almost always be routed through the green lane.
As well as moving through UKIMS (UK Internal Market Scheme), the importer of record should be authorised for IMMI (Internal Market Movement Information) to take full advantage of the simplified process. IMMI is a simplified dataset that requires less information than full declarations.
Being authorised for IMMI streamlines the process for importers. Duty will no longer be payable when goods arrive and supplementary declarations are not required. Importers can check whether they are ready for IMMI via their TSS (Trader Support Scheme) profile, which guides them through the necessary actions.
